Turning the Corner: Toward Balance and Reform in Texas Mental Health Services

As part of broader effort at reforming mental health care in Texas, a consulting team conducted a comprehensive assessment of Texas' past and current practices with regard to funding mental health services. The team examined the current operational structure of the organization responsible for public mental health services delivery and compared Texas to a number of other states on key criteria such as eligibility for services and mental health spending per capita. TXP then conducted an assessment of the economic impact of mental illness and Texas' funding policies. The total cost of mental illness in Texas was $16.6 billion, while state and local government saw a total fiscal impact of $1.5 billion in 2003.
